The idea of organizing sport mega-events has been advocated by strategic planning as a way of attracting a considerable amount of public and private resources to be invested in cities in a period of intense competition for international capital. The construction or refurbishment of ports, airports, public transport, sport facilities, housing, hotels and tourist developments has been considered as the urban legacy of such events, whose investments would take longer to happen without the mega-event planning. In 2007, Brazil was chosen to host the 2014 FIFA World Cup. During these seven years, a series of infrastructure, mobility and stadium construction projects were carried out at a cost of ten billion dollars. The objective of this article is to understand the main urban results of the World Cup interventions in Brazil. To this end, a review of the literature on sport mega-event planning and its urban legacy will be carried out first; next, the Investment Matrix for the FIFA World Cup will be analyzed at the national and local level, taking as a case study the city of São Paulo. Finally, the socioeconomic and physical-spatial results of the implementation of these interventions in São Paulo will be evaluated to check who were the winners and losers in this process.
